Franklin Allen McMinn Jr was born on October 15, 1943, in Nashville, Tennessee. 

He was the son of the late Lurleen Bugg McMinn and Franklin Allen McMinn Sr. 

Frank grew up on his grandparents' dairy farm, Mr. and Mrs. J. Wesley Bugg of Murfreesboro, Tennessee. 

Growing up, he was known to his family and friends as "Mac". He graduated in 1961 from The Baylor School in Chattanooga, Tennessee. He then attended and graduated from Middle Tennessee University. 

Earlier in his life, he served in the Air National Guard and was very proud of his service and his country. Frank was a Baptist and was active in the church throughout his life, working with the Boy Scouts for several years and holding several positions in the church. Frank loved the outdoors, was an avid camper and hiker, and was very knowledgeable about the north Georgia mountains and hiking trails. He was also very active in republican politics in Carroll County and throughout the state of Georgia, and was known for his grassroots involvement in politics. Frank was a businessman and entrepreneur with many awards throughout his life for his accomplishments.

He was a devoted husband, father, grandfather, and great-grandfather. He was survived by his wife, Renee, son Sam McMinn (Kim), and daughter Natalie Meyers (Leslie). Grandchildren: Lauren (Jacob Davis), Alyssa Meyers, Chandler McMinn (Hayden), great-granddaughter Aspen McMinn, Elizabeth McMinn Fairchild (Dylan). 

Frank lived by a quote from his grandfather:" Do the right thing because it's the right thing to do."
